Seiko AQUA Touch Plate

The AQUA touch plate is a swimming touch panel made by Seiko Time Creation Inc. of Tokyo. It is the panel hung at a lane end that senses the swimmer’s finish and turn, converting the touch into an electrical signal that reaches the printing timer through that lane’s lane box.12 It is the larger of the two touch plates Seiko currently sells, and the only one the company lists as conforming to World Aquatics rules; the narrower full-frame touch plate carries a Japanese certification only.132 Seiko’s own system diagram names this plate as the touch plate of its competitive swimming system.4
Role in the timing system¶
The touchpads overview covers the history of automatic touchpad timing and
the World Aquatics requirements that apply to every touch panel. The AQUA plate sits at
the wall end of a chain that Seiko builds as a single certified system: the plate
reports to a lane box, one per lane, which sorts that lane’s signals and passes them to
the PT-9000 printing timer, while the
PS-1400 start sound generator supplies the start signal
at the other end.256
Seiko applies the same pair of compliance lines to the plate as to the rest of that system, stating that it conforms to World Aquatics rules and is certified Class AA and Class A by the Japan Swimming Federation.12 Those are the company’s own statements of certification, not an independent test result.
Naming and model numbers¶
Seiko publishes no model number for this plate in Japanese. The product page and the swimming catalogue both call it タッチプレート(AQUAタイプ), “touch plate (AQUA type)”, and give a four-row specification table with no part number anywhere on it.12 The storage cart, the lane box and the starting block are named the same way, by description rather than by number, while the printing timer and the start sound generator in the same catalogue do carry model numbers.2
Seiko’s English swimming pages do give model numbers, TP-3000 and TP-3019, but they
describe a different pair of panels and none of their figures match. The English page
gives the TP-3000 as 2420 W × 917 H × 68 D mm and approximately 20 kg, with an
aluminium and stainless-steel frame and a PVC front panel finished in a yellow
resin fine-particle coating, and cites FINA rules rather than World Aquatics; the
TP-3019 is the same construction at 1980 mm wide.7 The Japanese material gives a
high-impact resin panel, 2,400 W × 900 H × 77.5 D mm and about 22 kg.12
Seiko’s English swimming section has been only partly updated, so its pages cannot be
read as a single generation. The PS-1400 starter page there is current and cites World
Aquatics rules, while the touch pad, lane box and printing timer pages still cite FINA
rules, still name a PT-8000X timer where the Japanese pages name the PT-9000, and
still power the lane box from a
PT-8000.789106 The description of the
TP-3000 as a framed panel also matches the construction Seiko still sells as the
full-frame type rather than the AQUA type. This article therefore treats the Japanese
product page and the December 2025 catalogue as current and does not apply the
TP-3000 number to this plate; Seiko does not publish a statement connecting the two.
Design and construction¶
Seiko gives the surface panel material as a high-impact resin board and the plate’s overall dimensions as 2,400 W × 900 H × 77.5 D mm, described as a maximum figure.12 The sensing area is 10 mm thick, which is the panel thickness the World Aquatics facilities rules specify for a touch panel, and the 2,400 mm width and 900 mm height are the minimum panel size those rules set.111 The plate weighs about 22 kg.12 Catalogue photographs show it finished in yellow with a dark cross marking at the centre, the end-wall line marking the rules require.211
Seiko labels the sensing-surface row 感動面 in the catalogue and on both product pages, where the expected term is 感応面, “sensing surface”. The spelling is consistent across its material, so a search on the correct term will not find these specifications.132
The 77.5 mm overall depth is much greater than the 10 mm sensing area, so the figure covers the plate’s frame and mounting hardware rather than the panel alone. Seiko does not break the dimension down, and does not publish the number of switches or sensing zones behind the face, the activation force, or an operating temperature range.12
Sensing and wave rejection¶
Seiko describes the plate as detecting only the swimmer’s touch, without responding to water pressure or splashes, and converting that touch instantly into an electrical signal sent to the printing timer.12 The company does not say how the panel makes that distinction, and publishes no sensing principle for the current product.
One approach the group has taken to that problem appears in a patent. Japanese patent application JPH08257196A, 競泳用タッチ板, filed in March 1995 by Michio Tomita and published in October 1996, describes a touch plate built as a substrate carrying a bonded panel switch with a fine-mesh member laid over it. A swimmer’s touch bears on the raised points of the mesh and concentrates enough pressure on the switch to close it, while the distributed load of wave action spread across the whole face does not, so the panel discriminates by how the force is applied rather than by its total magnitude. The patent claims a simpler assembly and more even sensitivity across the face than the designs it compares itself with, and notes that two switches can be stacked as a backup within the thickness the rules allow.12
That patent is assigned to Seiko Instruments Inc., a separate company within the Seiko group from Seiko Time Creation, and it lapsed for non-payment of fees in 2012.1213 Nothing published connects it to this product, and it is cited here as evidence of how the group has approached the sensing problem, not as a description of the plate on sale. The touchpads overview sets this alongside the air-filled and conductive-plate designs other manufacturers use.
Mounting¶
Seiko does not publish the plate’s mounting method, its fixing hardware, or whether it
hangs from the gutter or fixes to a flat wall. The catalogue and the product page give
the specification table and a photograph only, and no installation document for the
plate is available: Seiko’s manual download index lists no touch plate, and its
swimming category holds only the SB-5010 and SB-5020
scoreboards.1214 The 77.5 mm maximum depth against a 10 mm
sensing area implies a frame or bracket, but Seiko does not describe it.
The company does document handling off the wall. A dedicated steel storage cart takes six AQUA plates, measures 2,500 W × 1,380 H × 610 D mm including its wheels and excluding protrusions, and weighs about 40 kg empty.215 Portability is consistent with the facilities rules, which allow a touch panel to be removable so it can be taken out when no race is being held.11
Connection to the timer¶
The plate does not wire directly to the timer. Each lane has a lane box, which takes the signals from that lane’s starting block and touch plate, sorts them by lane, and passes them to the printing timer.25 The lane box is an ABS case in dark grey measuring 170 W × 50 H × 100 D mm excluding protrusions, weighing 450 g with a 230 g cable of 3.7 m, and it uses waterproof connectors.5 Seiko does not publish the connector type on the plate itself, the plate’s own cable length, or a pin assignment.
Timekeepers’ pushbuttons run through the same box. Seiko sells a backup grip switch
system in which three timekeepers per lane operate grip switches feeding the printing
timer, using an LB-10M lane box and GS-72 grip switches on a 5.5 m cable, with
twelve lane boxes and thirty grip switches in a ten-lane configuration. The timer
resolves the manual times by rule: where two of the three agree it takes that time,
where all three differ it takes the middle one, where only two are available it averages
them, and where only one is available it takes that.16 Seiko’s older English lane
box page describes the same box sorting five signals from touch pads, relay take-off
sensors and three grip switches.10
At the timer the plate’s signal is one of several the operator can check and correct.
The PT-9000 can verify touch plate signals separately on the starting and turning
sides, and its hold time, the interval during which a further signal from the same plate
is ignored, is settable between 5 and 90 seconds to prevent spurious inputs during a
race.26
Compared with the full-frame touch plate¶
The two plates Seiko sells differ in size, depth, weight and certification rather than in stated function; the description of what they do is word for word the same on both product pages.13

World Aquatics facilities rules set a minimum touch panel width of 2.4 m. The AQUA plate meets that figure exactly and the 1,900 mm plate does not, and Seiko lists only the AQUA plate as conforming to those rules.1113 The full-frame plate is much shallower, at 15 mm against 77.5 mm, and lighter by about 7 kg.32
In competition¶
Seiko touch plates have been in use for decades. The Seiko Museum Ginza holds a swimming touch pad dated 1986 in its sports timing collection, described in the same terms the company still uses, as disregarding water pressure and wave splashes while reliably sensing the swimmer’s touch, and notes that the equipment is still used in major swimming competitions.17 Seiko is the Japan Swimming Federation’s official timekeeping partner and supplies the timing for the major domestic championships.182
Seiko’s touch plates were also the subject of a dispute in international competition. Seiko timed the swimming at the 2001 World Aquatics Championships in Fukuoka, where the touchpads malfunctioned repeatedly across the eight days of competition and times had to be corrected from backup timing or video evidence. The system recorded an early take-off of minus 0.06 s that disqualified the United States women’s 4 × 200 m freestyle relay on a successful British protest; the disqualification stood, and the governing body, then FINA, awarded the United States a second set of gold medals without changing the official result. It defended the equipment, saying swimmers had to strike the pads in the right way, and then signed a three-event deal with Swiss Timing covering the 2002 world short-course championships and the 2003 and 2005 championships.1920 Swimming World proposed on 30 July 2001 that FINA ship the lane touchpads, the timing system terminal and the backup system to an independent testing laboratory in Germany, and offered to publish the results; its editor-in-chief, Phillip Whitten, described this as a way to settle the question of the system’s accuracy for the athletes who had competed.21
Seiko does not document which touch plate was in use at Fukuoka, and no source connects the equipment of 2001 to the plate described here. The Seiko vendor page sets the episode alongside the company’s wider timing record.
